Uploading COUNTER reports manually - when and why?

While CELUS supports automated SUSHI harvesting for COUNTER-compliant reports, there are cases where uploading reports manually becomes necessary. Below are the most common scenarios:


1. Publisher Provides COUNTER Reports but No SUSHI

Some publishers offer COUNTER-format reports but lack SUSHI functionality. Please note that this means the publisher is not COUNTER-compliant, as SUSHI is a mandatory component of compliance.


2. Historical COUNTER Data No Longer Accessible via SUSHI

In cases where historical data is no longer available through SUSHI (e.g., due to retention policies or publisher updates), you can upload these reports manually to preserve the data.


3. Publisher Provides Only Subview Reports

Some publishers only supply subview reports (e.g., DR_D1, TR_J1, PR_P1) either through SUSHI or manual download. These are filtered versions of master reports and do not comply with the COUNTER Code of Practice.

  • CELUS Policy on Subview Reports:
    To maintain data integrity, CELUS does not allow SUSHI harvesting of subview reports. However, you may upload them manually only when absolutely necessary and when:
    • You are certain the publisher does not provide master reports.
    • The data is critical for your analysis.

Recommendations for Handling Non-Compliant Publishers

  • Request Master Reports: Advocate for your publisher to provide the proper master reports (e.g., TR, DR, PR) to avoid reliance on subview reports.
  • Encourage COUNTER Compliance: Push your publisher to adopt full COUNTER compliance, including providing SUSHI.
